McLean, VA (Aug 1, 2025) - The International Public Safety Data Institute (IPSDI), a nonprofit data science and research organization, has been awarded a cooperative purchasing contract through HGACBuy for services in the category of All Hazards Preparedness, Planning, Consulting & Recovery Services.
IPSDI provides a variety of tools and professional services to assist public safety agencies with the resources they need to make data-informed, high-quality, and defensible decisions. IPSDI's methods focus on providing data-driven, replicable, and transparent analyses. This approach ensures that clients can fully leverage any analyses, whether through a Community Risk Assessment, a Community Risk Reduction Plan, or ongoing “Analyst on Demand” services. IPSDI prides itself on being a partner, supporter, and decoder of data as clients navigate these challenging projects that support their preparedness and planning efforts.
The competitively awarded agreement, Contract #HP08-25, provides access via interlocal agreement to government agencies, including fire and EMS departments, for public safety analytics and professional consulting solutions. This streamlined pathway saves time, promotes transparency, and allows agencies to engage a vetted provider with proven experience because IPSDI was awarded the contract following a rigorous evaluation process, ensuring its services meet high standards for value, compliance, and operational excellence. This award is in effect and available to utilize through July 31, 2029.
HGACBuy contracts are established based on the requirements of [Texas Local Government Code, Chapter 252]. Products and services are contracted after having been subjected to either a competitive bid (IFB) or competitive proposal (RFP) process. H-GAC has established Interlocal Contracts with thousands of Members throughout Texas and across the United States.

H GAC's Cooperative Purchasing Program, known as HGACBuy, was established pursuant to Texas Interlocal Cooperation Act [Texas Local Government Code, Title 7, Chapter 791]. The Act allows local governments and certain non-profits to contract or agree under the terms of the Act to make purchases or provide purchasing services and other administrative functions appropriately established by another government entity. The Interlocal Contract (ILC) is the required legal document that establishes a link between the Member (local governments and certain non-profits) and HGACBuy, and gives the Member access to HGACBuy contracts.
